The tap is a pretext, and the card knows it. Two mana at instant speed to tap a creature and cantrip, with a scry stapled on before the draw, but you are almost never casting this for the tap. Tapping a single creature is not removal and rarely swings combat by itself; what you are buying is a spell in blue that replaces itself while triggering everything a spells-matter deck wants triggered: prowess, magecraft, storm counts, the whole family of instant-and-sorcery payoffs. The scry-before-draw sequencing is the part that earns its keep, letting you decide whether the card you're about to draw is the one you want or something to bury on the bottom first. Blue has never lacked cheap card selection, so the tap is not there to gatekeep the effect; it is there to give the smoothing a body to interact with, a rider that occasionally becomes a real tempo play. Holding it up to tap a would-be attacker or blocker hands it a narrow combat-trick window that a plain draw spell never gets, and that optionality is the whole distinction. Understand the exchange, though: one card from hand for one card drawn is parity, not advantage. You spend it for the trigger, the selection, and the occasional tap that matters, not to pull ahead on raw cards.
