Command tax is the tempo brake on every commander-centric board plan: each time your general dies or gets bounced, recasting it climbs by two, and a removal-heavy table can price you out of your own deck entirely. This Dragon's entrance sidesteps the spiral for one turn. Rather than casting the commander from the zone, it drops your general straight onto the battlefield with haste, ready to swing, no tax owed. What keeps the ability from breaking the format is the round trip: your commander goes home to the command zone when the turn winds down, not to the graveyard, so the whole window is one combat step plus whatever enter- and leave-the-battlefield triggers you can wring out of the loop. The payoff is concentrated in a single entrance and a single attack, which is why it rewards a general whose worth lives in the swing and the arrival rather than one you would keep parked on the board anyway. The 6/5 flying body is a fair rate that gives the card a floor when the trick is redundant, but delivery is the design's whole point: hasten your commander into a threatening attack, then tuck it out of reach before removal can start stacking tax against you.
