Card advantage by way of voluntary disadvantage. The promise is enormous: three cards from anywhere in your deck, one of each broad type, into hand for a single mana of each color. The catch is that the person picking is the person who least wants you to have them. They will hand you your worst creature, a basic land instead of the dual you needed, and whatever noncreature card matters least to your plan. The design idea is honest about this tension rather than hiding it: the only way to make Guided Passage reliably good is to flatten the choices so every option is roughly equivalent, which usually means building toward redundancy until the opponent's decision stops mattering. That is a real deckbuilding puzzle, but it is also the card's ceiling and its cap in one. The reveal-your-whole-library clause is a second cost most spells in this slot do not pay: you are surrendering complete information about your remaining draws to find out which three cards you get. It belongs to the small family of effects that draw cards while letting an opponent assign them (Master of Predicaments and similar later attempts work the same nerve), and like all of them it lives or dies on how cleverly the controller can constrain the menu. Left unconstrained, it is three cards you would not have chosen; constrained well, it is a tutor that only looks symmetrical.
