Coin-flip artifact design at its earliest and most earnest. The ability is not a free draw-when-you-feel-like-it engine: because the loss condition counters "target artifact spell you control," the activation simply cannot happen unless you currently have an artifact spell of your own sitting on the stack. The flip is only legal mid-build, and a botched roll fizzles the very prototype the goblins were assembling. That precondition is the whole personality of the card: you may only roll the dice while something is in progress, and the downside is losing that something. The clause about other Goblin Artisans is a templating safety valve, and it dates the card precisely: with multiple copies in play, a player could otherwise pile several Artisan activations onto one expendable artifact spell, treating that single sacrificial spell as a shared loss-target while harvesting cards off the wins. The restriction stops that exploit by forbidding a second Artisan from aiming at a spell another Artisan already named. It is flavor-as-rules-text in a mode modern design has largely abandoned, where the wording has to carve out exactly which fumbles are eligible. Coin-flip as a balancing axis would later get dedicated champions in Krark's Thumb and Mijae Djinn, but the mechanic here is doing something stranger: a randomizer welded to a build step, so the engine runs only while you are actively gambling with an artifact of your own.
