The entering trigger reads like a drawback but doubles as a switch. Whenever this Wizard enters while you control no face-down permanents, it bounces itself and manifests a card in its place, so the very first copy off an empty board becomes a self-replacing seed of colorless bodies rather than a 2/3. The catch is that the two abilities want opposite board states. The card-draw ability, which turns combat damage from your colorless creatures into cards, only functions while this creature is on the battlefield; the bounce sends it to hand, where it draws nothing. To keep the engine online you have to cast it into a board that already has a face-down permanent, so the enters condition fails, the creature stays put, and it starts rewarding your face-down attackers. That tension is the whole design: it is a manifest generator when your board is bare and a payoff for manifested combat when it is not, and you cannot have both from the same copy at the same time. The loop it wants is a deck that keeps face-down bodies in rotation (flipping them up, trading them off, feeding them to sacrifice effects) so you can choose which mode each recast lands in. It threads manifest and its later manifest dread refinement together, but the real decision is timing: empty the board to breed colorless attackers, or hold a face-down permanent to bank the damage into cards.
