A punisher effect married to a body designed to survive its own removal exactly once. The taxing trigger fires on every opponent's noncreature spell, but the punishment scales to a single point of power, which is where undying rewrites the arithmetic one time only. Kill it in combat or with a burn spell and it returns with a +1/+1 counter, so the first removal spell does not answer the problem so much as upgrade it: now every noncreature spell deals two damage instead of one. That counter is also the ceiling. Undying fires only when the creature has no +1/+1 counters on it, so the grown version stays gone for good, and the tax settles at two per spell absent other power boosts. The design tension lives in that single window. Opponents who kill it early hand you a bigger tax next turn; opponents who leave it alone eat the pings every time they interact. The 1/2 frame keeps it from ever threatening on its own; this is a card that warps how the table casts spells rather than one that closes games. Punisher designs live or die on whether the penalty is steep enough to change behavior without demanding an immediate answer, and pinning a low-power damage clause to a mechanic that turns the first removal spell into a one-time growth is a tidy way to thread that: the correct response is usually to wait it out, which is exactly what the effect wants.
