The "any target" clause keeps both halves live, since even at the floor it kills a small creature or finishes a planeswalker, but the card was built to reward an artifact-dense shell that turns one mana into four damage with a riskier denominator. What separates it from a plain conditional burn spell is how cleanly it splits its audiences. To a deck running a dozen artifacts it is among the most efficient instant-speed damage red has ever priced. To a deck running two it is precisely a Shock, no better and no worse, which is the floor for a card that fails to meet its own requirement. There is no halfway evaluation, only the question of whether you have already paid the price the metalcraft line is quietly charging.
