The whole design lives or dies on a single sequencing question: who blinks first on the stack. Cast it and the opponent has a window to point removal at the targeted creature in response; the Aura then has no legal target, fizzles, and you eat the full two-for-one with nothing to show for it, no cards drawn, no flier made. The reward for getting the timing right is steep: two cards on entry, most of a Divination stapled to an evasion grant. The flying it bolts on is almost an afterthought, a rider that turns whatever already survived into a clock once the draw has resolved and the risk is behind you. This puts Flight of Fancy in the lineage of blue Auras that try to defuse their own card-disadvantage problem by pairing the enchant with an enters-the-battlefield refund, an answer to the oldest knock against the type. But the refund is gated behind resolution, not casting, so it does not actually neutralize the trap; it relocates it to the moment of casting and trusts you to enchant a creature the opponent does not want to kill, or to wait until they are tapped out. Used carelessly it is a blowout waiting to happen. Used patiently it is a cantrip-and-a-half that happens to make something fly.
