What earns this a slot in a control shell is not any single answer but the seam it stitches across three zones with one card: a spell on the stack, a nonland permanent already resolved, or a card sitting in a graveyard, each sent to the top or bottom of its owner's library. The owner-chooses clause is the crux, and it defines what this is and is not. Aimed at the stack, it refuses a spell resolution the way a counter does, and it slips past the "can't be countered" armor so many high-end threats now wear; but the affected player decides where the card lands, so an opponent will almost always top a bounced bomb to recast it. That makes it a tempo tax and a redraw denial, not a burial. Point it at a graveyard target and the same logic reverses in your favor: you get to choose top or bottom of your own library when reclaiming something, or hate out an opponent's recursion piece by handing it back to their deck. Nothing it touches ever dies, which is the price of the coverage: this is a reset button, not a kill spell. The exacting three-color identity is the honest cost of asking three mana to reach into the stack, the battlefield, and the yard with a single instant, and it explains why the card lives in decks built to hold one flexible answer rather than a stack of narrow ones.
