Taxing effects have always been Azorius's preferred way of saying no: not the hard counter, but the extra generic mana that makes the opponent's whole turn arrive a beat late. This walker plants that philosophy directly on the battlefield, and it does it with a deliberately narrow bite. Only artifacts, instants, and sorceries cost more, so creature spells slip through untaxed; the point is not to lock the game shut but to make interaction, removal, and combo pieces incrementally harder to deploy while a controlling deck sets up its own turns. The loyalty ability confirms the defensive posture. Preventing all damage to and from a single opposing permanent until your next turn is a targeted Fog: it declaws an attacker, neutralizes a blocker, or scrambles the combat math around a creature the opponent was counting on. Crucially, that minus-one bleeds loyalty every time and builds toward nothing; there is no ultimate to protect and no value engine ticking upward, only a body on the board taxing spells and buying time. What makes it read differently from most planeswalkers is exactly that absence of ambition. It does not threaten to run away with the game if left alone. It sits there, raises the price of your opponent's answers, and shaves damage off their best turn, asking to be won with rather than won by.
