Doubling counters is usually a narrow gift: it rides on a planeswalker's ultimate, a one-shot artifact like Doubling Cube, or a green proliferate engine that stacks them one at a time. Here it sits on a 3/3 with an enters trigger, and the wording is what turns a curiosity into a centerpiece. "Each kind of counter" means it does not care what the counters represent: loyalty on a planeswalker, +1/+1 on a creature, charge on an artifact, oil, page, fade. Because the trigger only reaches permanents, poison and experience (which sit on players) stay out of range, but everything on the board is fair game. "Any number of target permanents" turns one trigger into a board-wide event, doubling stockpiles across a dozen permanents at once. The design tension is that the body contributes nothing on the doubling axis itself: a freshly cast Skate finds no counters to copy, so this is a payoff that demands an already-invested board before it lands. Blink-and-recast loops fall out of that enters trigger naturally, but the card's real identity is as a single nuke aimed at a planeswalker's loyalty or a proliferate deck's accumulated count. It is the rare effect that scales with how greedy you have already been, and asks nothing in return except that you built toward the moment it arrives.
