Reclassification is the trick here: this reaches past what your artifacts do and rewrites what they are. Every noncreature, non-Equipment artifact you control becomes an Equipment, so mana rocks, Treasures, and assorted trinkets suddenly carry an equip cost and a modest attack buff. That type change is the load-bearing idea, not the +1/+0. The static buff is almost incidental compared to what the reclassification enables: any card that cares about Equipment on the battlefield (cost reducers, "whenever you attach" triggers, payoffs that count them) now reads your entire artifact base as fuel. The 2/2 body is a placeholder; nobody runs this as a beater. Its real function is enabling a Voltron-by-way-of-artifacts build where the equipment package and the ramp package are the same cards.
