Pure anti-flier tax, and a strange one: rather than killing or grounding the things in the air, it just clips two points of power off every winged creature on the board, friend and foe alike. The design lineage here is the old white and green hatred of fliers expressed as a static permanent instead of a one-time answer. Where most ground-pounder colors deal with evasion through reach, blockers, or a card like Whirlwind that simply sweeps the skies, this leaves the creatures alive and merely blunts them, turning a 2/2 flier into a harmless 0/2 and a 1/1 into a body that pressures nothing. The catch is the symmetry: it dings your own fliers as readily as the opponent's, so it wants a deck that never planned to win in the air anyway. Because it sits on the battlefield as an enchantment, it has nothing to say about a flier that has already connected and everything to say about the four turns of beats that follow. The effect is narrow by construction (an empty answer against a board with no evasion), and the power reduction alone rarely decides whether a flier gets through, only how much it stings when it does. A blunt instrument from an era when green and white were still negotiating who owned the skies, and a reminder that "hates fliers" once meant something gentler than a board wipe.
