That clause inverts the deckbuilding logic of older dual lands. Where a fetch-and-shock manabase wants to thin basics out of the deck, this rewards keeping them in: the more untapped basics you run, the more often the dual comes down ready to cast on curve. It belongs to the cycle of allied-color "battle lands" built to sit alongside a basic-heavy build, a counterpoint to the painless-but-conditional tapland tradition that runs back through the original tapped duals and the karoo bounce lands. The tension it resolves is the perennial one for two-color manabases: how do you offer dual-color fixing without either the life tax of shocks or the permanent tempo hit of an always-tapped land? The answer here is to make the tempo cost contingent on a state the player controls, turning the basic-land count into a dial. Early it stumbles; once the board is set, it reads as a strictly upgraded basic that happens to make two colors.
