Insurrection ran eight mana and stole every creature on the board; this trims the effect to a single opponent and shaves three mana off the price. The tradeoff is written into the two lines of denial at the bottom: you can't attack the player whose army you borrowed, and you can't sacrifice the creatures you took. That second clause is the one doing quiet work. The standard payoff for a mass-Threaten effect in red is to throw the borrowed creatures into an Ashnod's Altar or a Goblin Bombardment and turn temporary control into permanent damage, since you own the value even after the bodies revert. Cutting off sacrifice pushes the card back toward its literal function: this is combat help, not a combo enabler. You untap the stolen creatures, give them haste, and point them at your other opponents in a multiplayer game while the player you raided sits defenseless against the rest of the table. The design is deliberately built for a pod rather than a duel: against a single opponent it does almost nothing useful (you can't attack them, and you have nowhere else to send the army), but with other players to point a borrowed board at, it becomes a one-turn alliance you didn't ask permission for. The name is doing the flavor lifting, but the restriction on both attacking and sacrificing is what keeps it an honest tempo swing instead of a hidden kill button.
