A pure hoser, drawn in the mid-90s house style: print a narrow answer and let the player gamble on the matchup. Both clauses are dead until your opponent commits to black. The +2/+2 is gated behind an opponent controlling a black permanent, and the evasion only matters when there are black creatures to slip past. Enchant something against a non-black deck and you have stapled a blank to your creature, which is the deliberate price of an answer this targeted. There is also the Aura tax to reckon with: one white mana and a card invested into a single creature invites a clean two-for-one if removal answers the target while the Aura is still on the stack. The wager runs both directions. It belongs to an insectoid quintet (Blue Scarab, Green Scarab, Red Scarab, White Scarab), each tuned to a different enemy color with its own evasion-plus-pump split, and the set preserves a tidy snapshot of how Ice Age handled metagame answers: hand the deckbuilder a bet on a color rather than a flexible spell. The restraint in the buff is what dates well. Because the bonus reads the opponent's board instead of granting a flat boost, it can flicker off mid-combat the moment the opposing black permanents leave play. The reward is for calling the matchup correctly, not for the card slot itself.
