What the design does is attach a cost break to a board state the caster is already trying to reach, controlling two or more legendary creatures, and let that reduction turn a fair rate into an efficient one. The condition is checked on cast, so you are paying the reduced cost only when the game has already gone the way you want; it does not reward you for stumbling. That structure quietly steers deckbuilding toward legend density without demanding a tribe or a color pair: any deck stacking commanders, planeswalkers-as-creatures, or a cluster of unique bodies collects the discount as a side effect of doing what it already does.
