That structure quietly steers deckbuilding toward legend density without demanding a tribe or a color pair: any deck stacking commanders, planeswalkers-as-creatures, or a cluster of unique bodies collects the discount as a side effect of doing what it already does. The scry 2 before the draw is the small optimization that separates it from a flat two-card refill, smoothing the top of the library ahead of the dig rather than after it.
