The one-spell-per-turn clamp is the piece that matters most: it hits every player, so a deck built around it wants to make its one spell each turn count while the opponent's storm turn, cascade chain, or double-spell curve-out grinds to a halt. This is the same lockdown philosophy that lives in Ethersworn Canonist and Eidolon of Rhetoric, but where those are only bodies with the restriction, this widens the net and stacks a manabase tax on top. The nonbasic-lands-enter-tapped clause is the quieter half, and it does more work than it reads: against a greedy multicolor deck it turns every fetch, every dual, every tapland into a real tempo cost, which compounds against the one-spell restriction to make catching up on mana genuinely hard. Flying is the detail that keeps the whole package from being a passive prison piece: it clocks in the air while the opponent is choked on both spells and lands, so the game plan is to lock the board and end it before the tax stops mattering. The symmetry is the discipline: the controller has to build around the restriction rather than ignore it, favoring cheap threats and one big turn over a hand full of spells that now sit dead.
