The monarch mechanic normally arrives with a scepter and a target: you become the crown-holder by connecting with whoever currently wears it, so the throne changes hands through combat all game long. This 2/3 does not join that scrum; it establishes the scrum. Its first trigger fires only when there is no monarch and only off commander combat damage, which means it introduces the crown into a game that has none: land a hit with your commander when the throne sits empty, and you take it, switching on the ongoing draw for the rest of the game. That is a founding act, not a recurring theft; once the crown exists, ordinary rules resume, and this card gives you no path to claw it back if an opponent knocks it loose. Its other ability sweetens the pot for whoever wears the crown rather than for you specifically: at the monarch's end step, that player draws on top of the monarch's inherent card. So the throne becomes worth two cards a turn to anyone sitting on it. Wearing it yourself, you draw double; lose it, and you have handed an opponent a fatter reason to defend it against you. In a deck fronted by a legendary creature already built to swing, the entry condition is a rider on damage you were dealing anyway. A support piece for a monarch build, then: it opens the card-advantage engine and quietly widens it, without ever pretending it can guard the throne.
