Threaten effects had always borrowed a creature for one swing, but two clauses turn this one from a tempo card into a toolbox. The first is the untap: whatever you grab arrives ready to act, so a creature tapped out on defense can attack, a mana rock you take can be milked a second time, and any tap-to-activate engine can fire twice in a turn. The second is that the trigger reads "target permanent," not "target creature." That single word widens the effect to everything on the board: an opposing planeswalker to spend its loyalty, a land you want to sacrifice, your own creature for an extra activation before the control effect lapses at end of turn. Because the theft resolves during your own turn and expires before your opponent's, the stolen thing is offense and utility, never a borrowed blocker; the value is in what you can squeeze out of it before you hand it back. That breadth is what carried the card past its baseline role as a 3/3 with haste and into combo territory. Copied by Kiki-Jiki, Mirror Breaker, each Conscripts token enters, untaps the original Kiki, and the loop spits out arbitrary hasty bodies; the same untap clause reloads your own tap-down piece or a creature you want to reuse. The body is a fair swing on its own. The design's reach lives in untap and permanent-wide targeting doing quiet structural work.
