Permission and card filtering are rarely the same three mana, and this card refuses to pick between them until the moment you cast it. The design lineage is the flexible-answer school modal spells have run on for years: pay a small premium in raw efficiency (three mana for a hard counter lags the tightest permission, and swapping two cards is a beat behind clean card advantage) so you never draw the dead half at the wrong time. The two effects can never both fire; it is a strict choose-one, so casting it always asks a single question, and the board state decides which. Fear a threat and it says no; find nothing worth answering and the end step turns a clogged hand into fresh cards. That filtering half draws first and discards second, which is the whole subtlety: you see the new cards before you commit anything to the yard, so the pitch is informed rather than blind. Both modes live at instant speed, and that timing is what preserves the bluff. Leaving mana untapped reads as interaction whether or not a counter is coming, and when the coast stays clear that same mana converts to gas instead of stranding you holding permission you never got to spend. Answer and engine folded into one card, priced at being the best at neither.
