Most board wipes ask you to accept the symmetry as the cost of resetting the board. This one bundles a refund into the same four mana. The -3/-3 is the wrath proper: it clears out small and midsized creatures while leaving genuine fatties standing, so the sweeper rewards a controlling deck whose own threats sit above the curve or whose payoff comes after the dust settles. The second clause is where the design gets clever, and the key is that it happens during the sorcery's own resolution, not as a triggered ability. The -3/-3 applies first; only then do you cast the free spell. Anything you drop in afterward (a creature of mana value three or less) lands on a board that was just emptied and survives, because the lethal effect has already finished. That sequencing turns a clean-the-table sorcery into a one-card swing: you erase their side, then redeploy a body they cannot trade with, all on one card. The free spell need not be a creature, of course; a three-mana planeswalker, a reanimation spell, or a value sorcery all slot into the same slot. The discipline is the mana-value-three-or-less ceiling, which forecloses the biggest payoffs and forces a deck genuinely built to wrath and rebuild rather than to cheat out a bomb. It belongs to the small family of sweepers that buy back part of the tempo they spend, not the larger family that simply asks both players to start over.
