That sliding scale is the whole design experiment of its block compressed into a two-mana instant. Note what it does with the cards it passes over: the rest go to the bottom, not the graveyard, so this is pure card filtering rather than card advantage. You spend a card to improve the card you draw, sequencing your library without losing material. Casting it on the opponent's turn is the quiet load-bearing piece; you hold up the spell, watch what an opponent commits to, and dig for the answer or the land only once you know which one you need. Where Impulse fixed its depth at four for a single cost regardless of what you were playing, this hands the dial to your manabase, rewarding a deck for exactly the kind of greedy color spread that makes its lands fragile in the first place. A scaling card-quality spell whose ceiling is set entirely by the breadth of basic land types your manabase can credibly support.
