Two mana buys a permanent that meters, rather than destroys: it never touches a single land, it simply throttles the untap step so that only one nonbasic comes back online each turn. On paper the restriction is symmetrical, hitting everyone at the table including the controller, but the tax only bites the player whose manabase actually has more than one nonbasic worth untapping. A deck built on basics shrugs it off while a greedy manabase (utility lands, fetch-shuffled duals, ramp that assumes every land comes online every turn) gets choked to a single nonbasic per rotation. That asymmetry is the whole design: a color-agnostic land hoser you can run alongside your own suite of basics precisely because those keep untapping regardless. Where Blood Moon rewrites nonbasics into Mountains and Back to Basics leaves them tapped down entirely, this attacks the untap step itself, which makes it a slower, compounding tax rather than a one-shot reset. It keeps deciding how much of an opponent's manabase functions each turn for as long as it survives. This is a prison piece in the older sense of the word, where the punishment is not a blowup but a standing limit: the greediest decks feel it most, the leanest ones never notice.
