Sold as a flying trick, and at instant speed it can ambush an attacker or push something over a ground stall, but rewriting base power and toughness to a flat 4/4 cuts both ways: it overwrites rather than adds, so it shrinks a fattie as readily as it props up a token. The clause doing the strange work is "gains all creature types." On a card that is already a Changeling, that line is not about the spell; it is about the target, retyping any creature into a member of every tribe at once. That makes it tribal connective tissue: point it at your own creature and a Goblin lord, an Elf anthem, and a Merfolk payoff all suddenly apply to something that was none of those a moment ago, and if your opponent runs a symmetrical lord like Elvish Champion, your retyped creature collects that buff too. The granting is purely additive on the typeline: hitting an enemy creature with all creature types does not strip what it had, it just hands that creature membership in everything, so the upside there is narrow and situational. What justifies keeping it around is the second job: a two-mana instant that grants every tribe at once is doing something most pumps and flyers cannot, a combat trick with a typeline trick folded underneath it.
