The plus-one is the entire engine, and the precise wording is why this sits below the heavy artillery in its lane. The first clause pads counters going onto your own artifacts and creatures: a single +1/+1 becomes +2/+2, three counters from one source become four. The second clause widens the net to counters you yourself receive (energy from your devices, experience counters, the accumulation that various ongoing effects hand you), so it scales resources that never touch the battlefield at all. This is not Doubling Season. It adds exactly one of each kind per placement event rather than doubling the total, which means the arithmetic rewards many small increments over one big one: stacking two copies makes each placement plus-two, not times-four. That math steers a deck around it toward proliferate effects, recurring counter sources, and incremental machines rather than burst payoffs. The boundaries are worth knowing. It ignores planeswalker loyalty, does nothing to counters you put on an opponent's permanents, and (a genuine liability, not a feature) it pads the poison counters an infect or toxic source puts on you, accelerating your own death. For two mana on a green-black counters shell, it asks for a deck built on accumulation, then quietly bends every friendly increment one notch further in your favor for the rest of the game.
