The trigger asks for a payoff that most red decks don't naturally supply: a steady stream of noncombat damage aimed at the opponent's face, not just their creatures. That's the tension baked into the design. The body is priced for the trigger it carries, and the trigger only fires when you're already burning the opponent out directly, which is exactly when a team-wide +1/+0 does the least new work. The ability wants a build where pinging and burning are constant rather than incidental: repeatable direct-damage sources, a wide board of small attackers waiting to be pumped, and enough separate triggers per turn that the anthem stacks. Each qualifying instance of noncombat damage adds another +1/+0, so a fistful of small burns outperforms one big one; the count of distinct damage events is what matters, not their size. It's a reward mechanism looking for a very specific engine, and the engine it wants (a direct-damage machine that also fields a go-wide board) rarely lives in the same deck. Those two red plans usually pull in opposite directions: burn-to-the-face wants to end the game before the board matters, while a pump payoff wants the board to matter most. The result is a card whose ceiling is real but conditional, sitting at an intersection two red strategies seldom occupy at once.
