Returning a basic you already control trades a permanent on the battlefield for one in hand plus a rock that taps for the green and white you needed anyway. The total source count stays flat, because you replay that land on a later turn for your normal drop, so this is smoothing rather than acceleration. It does not grow your mana; it converts a redundant untapped source into reliable two-color fixing that also dodges land destruction. The timing matters: returning a basic too early just sets your curve back, but once your early land drops are accounted for, the swap is close to free. The enters-tapped clause denies the immediate tempo a one-mana fixer would otherwise hand you, which keeps the discount from being a strict upgrade. One member of a cycle of two-color artifacts built on the same return-a-basic trick, one per pairing, it reads best as a manabase insurance policy: protection against the two specific colors you cannot afford to miss, bought at the price of a tempo hiccup and a land that asks to be replayed.
