Red does not get to destroy any permanent it likes; that is white and black territory, so the price here is a compensation clause that hands the victim something back. The design solves red's color-pie problem by dressing unconditional removal as a trade: the destroyed permanent is replaced not with a fixed effect but with the next permanent card of a matching type off the opponent's own library, dumped straight onto the battlefield. Kill a creature and they get their next creature early; kill an enchantment and their next enchantment lands for free. What makes the exchange survivable for the caster is randomness and asymmetry. The replacement is whatever the reveal turns up first, not what the opponent would choose, and every non-matching card that flips away gets buried at random, scrambling their near-term draws as collateral. The wild-magic flavor is doing real mechanical work: this is a removal spell that gambles on the target's own deck to pay its debt, and the caster is betting the swap comes out worse for the opponent than the permanent they just lost. Aim it at something expensive or hard to recur and the fresh permanent is usually a downgrade; aim it carelessly and you have just cheated their bomb into play a few turns ahead of schedule. The targeting discipline is the whole decision.
