Lifegain that scales with your own board state is a slippery design problem: too cheap and it stalls aggressive formats, too expensive and nobody runs it. This sidesteps the question by tying the payout to a tribe that already wants to flood the battlefield. In a deck full of Elves, the activation reads modestly the turn it comes online and obscenely a few turns later, because each new Elf retroactively buffs every future tap. The body is fragile, and the tap requires the creature to shed summoning sickness before it does anything, but once active the ability fires at instant speed: you can bank a chunk of life on the opponent's turn or grab the value before a removal spell strips the engine away. In a creature type built around going wide and untapping for mana, neither the fragile body nor the activation cost bites the way it would on a vanilla utility creature. The real engine logic is that it converts the same horizontal development powering Elf mana into an independent life resource, so the deck's primary plan and its insurance policy share the same investment. The number it produces does not threaten to win games on its own, so it has lived a long quiet life without ever being a problem card: it is gas for a grindy tribal shell, not a combo piece. It belongs to the long tradition of Elf payoffs that reward you for the thing the deck was already going to do, asking nothing of the build beyond more Elves.
