The colorless casting cost is the whole design point here: nothing about this Lizard demands red, so an artifact deck can pick it up for the body and treat the ability as a splash it dips into rather than a tax it pays. Bodies this size live or die on whether they keep connecting once the ground clogs with chump blockers and token swarms, and repeatable menace is the cheapest insurance a midsized beater can carry into the back half of a game. The activation resolves at instant speed, so the line is to grant menace during your declare-attackers step, before blocks are locked in; once that step passes, the evasion can no longer change how the creature is blocked, which is why it earns its red mana up front rather than as a held surprise. With mana to spare, that forces two blockers back instead of one every combat. This is curve-filler built for an aggressive artifact shell, not a card that wins unassisted: its job is to keep pushing damage past the point where unevasive ground creatures stall out.
