Bodies this size live or die on whether they keep connecting once the ground clogs with chump blockers and token swarms, and repeatable menace is the cheapest insurance a midsized beater can carry into the back half of a game. The activation resolves at instant speed, so the line is to grant menace during your declare-attackers step, before blocks are locked in; once that step passes, the evasion can no longer change how the creature is blocked, which is why it earns its red mana up front rather than as a held surprise. With mana to spare, that forces two blockers back instead of one every combat. This is curve-filler built for an aggressive artifact shell, not a card that wins unassisted: its job is to keep pushing damage past the point where unevasive ground creatures stall out.
