Five mana for three cards is a rate that has never carried a card on its own; Concentrate did it for four back when the ceiling was lower, and blue's draw-three spells have crept cheaper since. So the design bolts on a second clause to earn the premium: a mill three that must be aimed at a player, yours or an opponent's. That mandatory target is the whole hinge. Pointed at yourself, it feeds the graveyard for delve, flashback, or reanimation while refilling your hand; pointed at an opponent, it nudges a mill clock or, after a scry or surveil that reveals a known top card, strips it before they can draw it. What keeps the card modest is the same thing that makes it flexible: at five mana, the draw is priced too high to compete as a pure refill spell, so the mill rider is not a tax to pay off but the actual reason to run it. Three cards into a graveyard is rarely a kill by itself, which means the effect only shines in decks that want the bin filled as much as the hand. This is a graveyard-deck engine that happens to draw cards, not a draw spell that happens to mill: sorcery speed and the five-mana commitment keep it out of tempo-minded blue and ask for a turn you can spend doing nothing but digging.
