That pull in two directions is the honest read on this design. The flying matters more than the exalted trigger, because evasion is what lets a creature actually connect alone in the first place; a 2/4 ground body would never get the keyword off the ground. Stack a few exalted sources behind it and the same flier becomes a real threat, swinging for a number that ignores how many bodies are sitting at home. The toughness is the part that does the quiet work: at 2/4 it survives the small removal and combat math that punishes most evasive bodies in its size class, so it can keep coming back to collect another exalted bonus rather than dying to a chump or a one-damage ping. It is a glue piece for an exalted shell rather than a centerpiece, and it knows exactly which job it was built for.
