Waterwhirl

Instant4 generic manaBlue manaBlue mana

A double bounce priced deliberately out of tempo range: the effect scales from a single-creature reset to a two-for-one, but the price tag is doing exactly the work Wizards intends. This is the common-tier ceiling on a one-shot version of the bounce, wide enough to peel two blockers or reset two enters-the-battlefield triggers, but expensive enough that a blue deck can't chain it the way it chains a one-mana Unsummon. The "up to two target creatures" clause is the value lever. Split across two owners' hands, it becomes a soft removal answer in multiplayer, pulling a blocker off one player and a tapped attacker off another inside a single instant-speed window. But committing this much mana to a temporary effect only pays when the bounced creatures are expensive or the trigger value is real, which makes it play like a late-game reset that happens to cast at instant speed rather than a tempo engine. It belongs to the workmanlike end of fair blue bounce: cheaper and narrower at Unsummon and Vapor Snag, wider and slower here, with the doubling and the cost marking it as the kind of bounce a set prints when it wants a late-game swing without handing the format a chainable one-drop.
