Tutoring straight to the battlefield is one of green's oldest privileges, but this widens the search past creatures to any permanent, then lets X scale the size of what it finds. The price is steep and deliberate: three colored pips spanning three colors before you spend a single mana on X, so the permanent you fetch effectively costs its mana value plus three, all paid at sorcery speed. That math is the balancing act. A tutor that puts the card directly into play rather than your hand sounds broken until you account for the colored-mana tax and the fact that you pay full freight for the target itself, not the discounted "search now, cast next turn" arrangement cheaper tutors offer. What you buy in exchange is reach across the entire permanent type list: a land to fix mana, an artifact to assemble a combo, an enchantment lock, a planeswalker, or a finisher, all reachable from one spell. Birthing Pod and Chord of Calling do similar work confined to creatures; here, the type of card that solves the problem in front of you is irrelevant, so long as it costs little enough to afford. That open-ended target clause is why it reads as a toolbox spell rather than a creature tutor, and why the three-color commitment is the cost of admission.
