The taxing effect exists first, and the 2/1 flier is the delivery mechanism. Thalia, Guardian of Thraben proved that a small white body stapled to a noncreature spell tax could single-handedly slow a combo or control deck, and this is that same idea rebuilt in a different shell: the identical 1 generic mana surcharge on every instant, sorcery, artifact, enchantment, and planeswalker, but riding a creature with evasion rather than first strike. The tax is symmetrical by the rules and asymmetrical by deckbuilding: it raises the cost of both players' noncreature spells, but a deck that wins through creatures barely notices its own contribution while a deck built on stacked cantrips, removal, and counterspells feels every point. The flying matters more than it looks: it keeps the clock ticking while the opponent is paying the surcharge, so the pressure and the disruption ride on the same card instead of competing for slots. The 2/1 frame is the price of that bundle. It dies to nearly everything, and the opponent is often glad to spend a removal spell just to stop paying the tax, which is itself a tempo win for the white player. As a piece of the hatebear lineage, it sits beside Thalia as the second axis of one idea, asking aggressive white decks whether they would rather punish spells in combat or in the air.
