Red interaction that also refills has always had to watch its card economy, and this design solves the problem with a filtering clause rather than a true cantrip. A two-mana shot reaching creatures, planeswalkers, or battles is a fair enough rate, but removal that kills a threat and cleanly replaces itself flirts with being too efficient to print. So the draw is priced: you bottom something from your grip first, then draw, holding the raw card count flat while smoothing what's left. A real cantrip would turn this into an advantage engine; the bottom-then-draw keeps it even, converting a dead land or an uncastable spell into a fresh look without ever putting you ahead. The clause is optional, too, so when nothing is worth trading you fire off the burn and keep your hand intact. That places it in a quieter strain of red interaction that swaps card advantage for selection: dig-while-you-burn work rather than a straight two-for-one. The rate never draws attention to itself; the appeal is the workmanlike reliability of removal that trims a hand as it kills, keeping a red deck's flow of gas moving without ever spiking a blowout.
