White's version of the catch-up mechanic gets bolted to a first-striking 3/3 here, and that pairing is the entire wrinkle. The land-play clause is not ramp: it grants no extra drops and no acceleration. It simply lets you spend your one normal land play off the top of the library instead of out of hand, converting a mana deficit into card selection. The gate does all the balancing. Because access opens only while you trail on the land count, the card rewards falling behind rather than pulling ahead, and it switches off the instant you draw level, so it can never snowball into a runaway engine. It is self-correcting by construction, useless to whoever is already winning the land race. The persistent library-peek holds the package together: you see the incoming card before deciding whether to play it as your drop or hold out for something in hand. The two states the card cares about (a combat-ready creature, an ability that wants you behind on mana) are independent, which is why the design stays coherent rather than pulling against itself. The land-count restriction spells out the entire downside so no additional drawback line ever has to.
