Vedalken Mastermind
The reusable bounce engine, attached to a body cheap enough to keep on the battlefield. The clause that matters is "permanent you control": this is not a tempo tool aimed at the opponent but a way to retrigger your own enters-the-battlefield effects, rescue a creature from removal in response to a spell, or reset a permanent whose value lives in its arrival rather than its presence. Pair it with any creature that does its work when it enters, and the activation cost (one blue and a tap) becomes the throttle on an otherwise free loop: the rate is deliberately metered so the engine wants a payoff that justifies the mana rather than a free combo. Instant-speed flexibility extends the design past pure value. Because the ability can fire on any phase, it doubles as protection: an opponent points removal at your key permanent and you answer by saving it to hand, then redeploying. Self-bounce as a controlled engine has shown up repeatedly in blue's design history, but few versions of it cost this little or sit on a body durable enough to grind. The 1/2 frame is doing quiet work there, surviving the incidental pings that would knock a 1/1 enabler off the table before it earns its keep.
