Two disjoint reasons to exist, welded together, and the seam is the whole design. The wizardcycling clause is a flavor-themed slice of typecycling: discard the card, pay three generic mana, and pull a Wizard out of your library, the search restricted to the printed Wizard subtype it happens to share. That is the line that earns its slot in most games, but only in a deck that actually runs other Wizards worth fetching; the ability tutors regardless of color, never regardless of contents. The body is the fallback for boards where you would rather have a 1/2 with a bounce trigger than a card in hand, and it is built with surgical intent: a flash blink-target whose enter trigger returns a Sliver to its owner's hand, a hoser aimed at exactly one tribe. Flash is what gives that half teeth, letting it ambush a Sliver mid-combat or reset an opposing hive-threat at instant speed, a reactive window that enters-the-battlefield effects almost never get. The result is genuinely strange to evaluate: a generic-cost Wizard tutor bolted to a hyper-narrow Sliver answer that lands on a vanishing slice of boards. Designs that bundle a broad utility ability with a hostile single-target trigger are unusual precisely because the two halves rarely want to share a deck. This one leans into the split, trusting the cycling clause to carry the card everywhere the bounce is dead.
