The drawback is the pitch. Goblins are not famous for evasion, so a flying body on one is already a small novelty; the price for it is that this scout cannot sit back. It commits to combat every turn whether the board favors it or not, which turns a 1/2 flier into a chip-damage commitment the defending player can plan around. That tension (evasion you cannot turn off) is the design lever: the flying is the carrot, the must-attack clause is the tax that keeps a cheap evasive creature from being strictly better than its grounded peers. It belongs to the small family of red creatures that trade away their owner's control of the attack step in exchange for a stat or keyword they would not otherwise earn, a recurring red-aggression motif where the color pays for upside by surrendering choices. Against an open board it pokes for one in the air on schedule; against a deck with reach or fliers of its own, the same clause becomes a liability, walking the scout into blocks the pilot would rather skip. The body never grows and the ability never changes, so the card is exactly as good as the board state allows and no better. That ceiling is what red accepts for buying flight on a two-drop Goblin.
