The value of a counterspell is not just what it stops but how rarely it rots in hand, and modality is the classic hedge against dead draws. Here the fallback is not a cantrip or a life-gain rider but a combat-relevant one: tapping up to two creatures reaches into the attack step, freezing blockers before an alpha strike or icing down two would-be attackers before they can be declared. That second mode gives the card something to do against a board of creatures and an empty stack, the exact game state where a plain hard counter sits uselessly in hand. The tradeoff is legible: three mana at double-blue is a real tax for a counter that any two-drop's worth of variance can leave you holding, so the tap mode buys back the turns where the opponent simply isn't casting anything worth stopping. Neither half is best-in-class. A dedicated counter costs less, a dedicated tapper answers more attackers, but the point of the split is coverage across the two situations a permission deck fears most: the resolved threat and the empty stack. It is a defensive utility instant built for the deck that wants its permission to keep working after the game has moved past the stack, which is precisely when single-purpose counters go dead.
