The information clause (peek at one random card in a player's hand) is window dressing; the real function is the delayed draw, which is the discipline that makes a free, sacrificeable artifact legal. You do not draw when you crack it. The replacement is scheduled for the next upkeep, and that single rule is the entire tax. Sacrifice it during your turn and the card arrives at your opponent's immediate upkeep; crack it while an opponent is acting and the draw lands as your next turn begins, almost at once. In practice the delay is short either way, but it is never free of timing: the upkeep clause keeps the card from being an instant, on-demand replacement you could fire and refill in the same beat. Strip the delay out and a free cantrip that thins your deck would be an automatic inclusion anywhere churn matters; the upkeep schedule turns it into a tempo-neutral cycler that pays you back a half-step late. It shares a skeleton with Mishra's Bauble, the closest functional sibling, which looks at the top of a library rather than peeking at a hand but keeps the same free-cast, sacrifice-for-a-future-draw frame.
