The refund is the whole pitch: counter the spell, then untap up to three lands and turn what should have been a three-mana investment into something close to free. The counter half is narrow on purpose, hitting only noncreature spells, but that restriction is precisely what buys the land untap. A control deck holding this up wants to keep its mana available for a second play in the same turn, whether that means a second answer, an end-step draw spell, or a flash threat. The card belongs to a small lineage of counters that try to give back the tempo they spend, the same impulse that drives a free counter gated behind a condition; here the gate is the targeting clause rather than a board state or an alternative cost. The trade-off is that the untap only matters if you have other instant-speed plays to spend the freed lands on, which makes this a counterspell built for decks that want to do two things in a turn rather than one. Against a creature-heavy opponent it does nothing, and that is by design: the more reliable the counter, the less it would be allowed to refund. As tempo math it states plainly what it costs and what it returns, asking only that you have somewhere to put the mana it hands back.
