The free tap adds , colorless mana that pays generic costs and casts artifacts or Eldrazi but does nothing to fix a colored splash. That first mode keeps the land from ever being dead the turn it lands; the second mode is why it earns a slot, converting a tap plus one extra mana into any single color. Filters of this stripe, the ones that charge a mana toll to reach the rainbow, have answered the same design question since fixing was young: how do you give a deck access to every color without handing it untaxed five-color mana? The tax is the answer. Every off-color cast costs one more, and that friction is exactly what keeps a fixer this flexible out of decks that want to curve out on time. It serves the manabase splashing a third or fourth color for a small handful of cards, the deck that can afford the toll on those specific casts rather than the one that needs all its colors online early. This is rainbow fixing priced for greedy manabases, not fast ones, and it stands or falls on whether you can stomach the conversion tax often enough to justify the slot.
