Convoke pays not just the 3 generic mana generic but the colored pips too whenever the tapped creatures share a color, so a board with blue creatures can chip away at both Blue mana requirements and, with five bodies aligned, cast this for nothing at all. The more of your board is blue, the more completely the price collapses. But convoke asks you to tap those creatures, and the tension is timing: at instant speed you can hold it up and only spend the taps if you don't need them for combat or blocking, so the same board that makes the card free also decides, turn by turn, whether casting it costs you a swing. The draw-three-discard-one shape is a filtering rate that goes back to the earliest big blue draw spells, restocking three deep while dumping whatever you don't want. Where this parts ways with the pile of card-draw instants sharing that line is the payment mechanism: it rewards a board state that has nothing to do with card advantage, letting a creature deck convert excess width into fuel without paying mana it would rather spend on threats. That is the point of the whole build: a hand refill priced off your creatures rather than your land count, and priced most cheaply for the deck that least wants to tap out.
