That makes it a ramp payoff in disguise: with an Eldrazi or a fat artifact already down, scry X turns into a small library reorganization stapled to three cards, and with nothing on board it's a serviceable but undersized refill. Drawing three at five mana is the floor; the scry is the variance the rate is built around. It belongs to the lineage of blue card-advantage sorceries that reward you for having committed first rather than for sitting back, the inverse of a pure control draw spell that wants an empty board to be safe. The tension is real: you most want to cast it flooded with answers, but it rewards you most once you've spent your resources on a big permanent, so the deck has to decide whether it's buying selection or just bulk.
