Tweeze
Three damage to any target, plus a rummage stapled on top. That second clause is the whole reason to look twice at a spell whose front half has been priced at one mana since Alpha: the discard-then-draw is optional, so a live hand can fire it as a naked burn spell, while a flooded or clogged hand converts a dead card into a fresh look at no extra cost. The extra mana over a baseline three-damage burn spell does not buy efficiency; it buys a filtering rider, a trade red has historically made when it wants its removal to keep the gas flowing rather than to be the cheapest possible answer. The rummage matters most on the turns you least want to spend a card just to kill something: it lets the spell double as a way to dig toward a land, a payoff, or a second threat while it clears the board. It is a deliberately unglamorous piece of red interaction, built for decks that value smoothing over raw rate and would rather never hold a card they cannot use.
