The mana refund is the entire pitch. Equipment destruction is normally a tax you pay only when you have to: you spend a card and a mana to answer something the opponent already invested in, and you fall further behind on tempo. Turn to Dust erases that tax by handing the green back to you when the Equipment hits the bin, so the spell costs you a card but nothing on your mana curve. That refund makes it the kind of answer you can hold up without flinching, casting it on a turn you were going to spend the mana anyway and coming out even. The design lives inside an era when artifact equipment was the defining threat and the block leaned on color-pie hate to keep it in check; green's traditional job was sweeping noncreature permanents, and this is that job priced as cheaply as the mechanic allows. The catch is the one every piece of dedicated hate carries: it does literally nothing against a board with no Equipment on it, a silver bullet pointed at a single archetype and dead against everything else. What separates it from the other artifact answers of its era is that green refund, a small piece of mana efficiency that turns a reactive card into something you can keep open alongside a real play.
