Tapping for white or blue on turn one with no life loss, no enters-tapped clause, and no payment of any kind is the rate the rest of Magic's mana system spent thirty years walking back. This is the Azorius member of the ten-card cycle that predates the color pie's fixing discipline, a Plains and an Island fused with no cost and no drawback. The dual land types are what make it more than just fast: because it carries the Plains and Island subtypes in every rules sense, it answers to fetchlands like Flooded Strand, falls to type-matters effects like Blood Moon and Back to Basics, and ties the oldest manabases directly into every fetchable land printed since. (It is still a nonbasic, so the basic-land searchers like Rampant Growth and Evolving Wilds cannot touch it; the subtypes do the fetching work, not the supertype.) The Reserved List froze its supply in the mid-1990s, and that is the before-and-after: Tundra stopped being a card you played and became one you inherited. Ever since, eternal-format white-blue manabases have been engineered around its absence as carefully as anyone once built around its presence, with shocklands, painlands, and dual-typed surrogates all measured against a rate that no printing has been allowed to match again.
